My warmest greetings to the Catholic Education Association of the Philippines (CEAP) NCR as you hold your 3rd Advocacy Forum.

More than four decades have passed since our country was placed under the rule of the dictator Ferdinand Marcos. Under his authoritarian regime, thousands of Filipinos were killed, tortured, abused, and arrested; countless more disappeared. Our foreign debts ballooned and poverty worsened.

Given this dreadful experience during the dark chapter in our history, we never thought that years later, we would again experience Martial Law. Despite the pronouncements of the AFP and PNP that the situation in Mindanao was under control, Duterte still stubbornly imposed this rule on the island. But what is even more disturbing, the Supreme Court voted 10-5 upholding the so-called validity of the second extension of Martial Law in Mindanao. This is twice as long as the original extension and translates to 565 days of Martial Law since its first declaration on May 23, 2017.

Inasahan na rin natin na ang Kongreso, kung saan ang karamihan ay sunud-sunuran kay Duterte, ay aaprubahan ang pagpapatagal pa ng Batas Militar sa Mindanao. Subalit ang hindi natin inasahan at lalo nating ikinabahala, pati ang Korte Suprema ay pinahintulutan ito. Uulitin ko: Hindi pwedeng matapang lamang ang Korte Suprema kapag marunong sumunod sa batas ang ibang sangay ng gobyerno. Bilang Kataas-taasang Hukuman, dapat mas marunong at handang manindigan ang Korte Suprema, sa lahat ng pagkakataon, sa pagtataguyod ng Konstitusyon.

Bukod sa Batas Militar, minamadali na rin ng gobyernong ito na palusutin ang Charger Change at Pederalismo, na isa ring posibleng paraan ng pananatili sa kapangyarihan ni Duterte at ng kanyang mga kaalyado.

Kaya naman bilang mga pinuno, guro, at institusyong nagtuturo ng kaalaman sa ating kabataan, tungkulin nating hubugin sila bilang tagapagtaguyod ng katotohanan at maging karapat-dapat na mga pinuno sa hinaharap. Labanan natin ang mga kasinungalingang lumalason sa kaisipan ng ating mamamayan, at pangalagaan ang demokrasyang ipinaglaban ng ating mga kababayan, sa ngalan ng isang malayang Pilipinas, ngayon at sa mga susunod pang henerasyon ng Pilipino.
