Just to be clear. Good Conduct Time Allowance (GCTA) is not a new concept or creation of RA 10592 enacted in 2013. The latter amendatory law merely increased the periods of the deductible GCTA already provided for under Act No. 3815, or the Revised Penal Code, circa 1932.
In fact, a much older statute, Act No. 1533 of the Philippine Commission, which took effect in 30 Aug. 1906, also mandated a similar benefit of diminished period of sentence for convicts who have “not been guilty of a violation of discipline or any of the rules of prison, and [have] labored with diligence and fidelity upon all such tasks as have been assigned to [them].”
All this time, as far as I know, no controversy has erupted from the GCTA issue. Ngayon lang, dahil sa kapalpakan o posibleng kalokohan o korapsyon sa panig ng mga tagapagpatupad ng RA 10592.
May mga umangal ba dati na ang GCTA Law (Act No. 1533; Sec. 97, RPC, as amended by RA 10592 which was unanimously passed in the 15th Congress) ay isang masamang batas?
